I think dolphins are probably more consistently intelligent than humans. Dolphins do not have geniuses, but they do not have idiots either. My theory is that humans only have geniuses because we have hands and thumbs, and have mastered tool use, and thus can study things more thoroughly. We also have idiots whom have piggybacked on those geniuses. Dolphins do not have idiots, because they could not survive, and were possibly outcasted before they reached maturity.

Seems more likely that because the maximum intelligence of a dolphin is (as said above) about that of a three-year-old, there is much less of a range in intelligence. Not to mention the importance teaching plays in human intelligence, essentially expanding the range multifold.
