Your'e very much welcome, if you are cutting a short full circle , you have to use 60'' lenght fabric. Fold the fabric into 2 then fold again the fabric should be folded into 4 then you use full circle formula to cut it out, 6.28 is the formula for full circle. For instant your waist measurement is 30'' you will divide 30'' by 6.28.
