Everything is working correctly but what happens if the internet power is restarted. Will the computer server keep the same ip address? I wouldn’t want to communicate a new ip address every time the power is reset for instance. I am hosting a simple tracking tool for work that is used by others

Yes, you can definitely achieve this by configuring your WAMP server to use a common database that both applications can access. Here are the general steps you can follow: Configure your WAMP server to allow remote connections by modifying the "httpd.conf" and "php.ini" files in the WAMP server installation directory. You'll need to change the "Listen" directive in the "httpd.conf" file to allow connections from outside the local network, and enable the "pdo_mysql" extension in the "php.ini" file. Once you've configured the server, you can connect to it from your other laptop by using the IP address of the laptop on which the WAMP server is installed, along with the appropriate port number (usually 3306 for MySQL). In each application, you'll need to modify the database connection settings to point to the IP address and port number of the WAMP server on the other laptop. Test the connection to make sure both applications are able to access the common database. In TCP/IPv4 settings select "Obtain an IP Address automatically" also DNS automatically. This will asign a unique IP address for your system. If have still problem of conflict IP Address , just change settings to automatically and restart your system once.

Yes you can access PHPMYADMIN. But for this you also have to share the folder in which data/server is installed. After sharing that folder over internet you can use address of that folder by following IP address and string phpmyadmin as we usualy access.

Make sure you are using the same network on both smartphone and system, the device (modem) must be full duplex transmitter. If you are using half duplex modem than you can't access on mobile.
