What if I want to round the inside and outside corners of the white frame?

Have a picture that is round, how do you put a frame around such a picture.

How do I add a stroke line around the photo inside of the border?

I'm so confused. After adding a border to a 5x7 photo, and sending it an online printing service, they say that I have to crop the photo because it no longer fits as a 5x7 photo. What do I do?

If I want a border outside of some space around image. Say a hairline border 50 pixels away from image. Thanks
