Hi, being eligible has many other factors. And GPA is only one of these factors. Your GPA is good but how many scientific publications do you have? Do you have a well-written research proposal? These are all important factors in you being eligible for scholarship.

Ressearch proposals have some general formats that you can find by searching on the internet. However, usually, universities specify things or some of them even have their own template in Word that you download and write in it.

You have to check university websites which ones are open for your major. Then apply for each one individually from their portal (website) It is necessary to have a very good research proposal since your GPA is not very high. Is your MS in English? Hi, to answer your first question you usually need a master’s degree certificate from a prominent university in your country to be able to apply for the PhD program. The answer to your second question depends on the university you are going to apply for, some universities mention a limit for the GPA with which you can apply and you have to check this limit from the university website. But generally the higher the GPA the better your chances are for getting accepted.
Some universities don't require "recommendation letters" and they don't mention it in the file of the call. In this case it is not necessary to upload them and usually there won't be a place for uploading them on the online portal. If they say that it is optional, I recommend uploading them as they can increase your score in the evaluation.
Ok first let me say that getting admission is different from getting the scholarship. You may get eligible and get the admission but not get the scholarship. In this case you could use the regional scholarship provided by Italy. If course the amount is much less (6000 Euros) yearly. Now to answer your question remember that a good research proposal, and a good CV are more important than publications. Because publications have a maximum score from the total 70 of the first part. So, even if you don't have any publications there is still a chance that you can win the scholarship.
For PhD having some published papers can increase your chance since many people are applying nowadays. But try to have a strong research proposal when you apply it is very important. No spouses are not available for PhD here. They can join you of course but no additional fund is allocated to them.

@@arijitdutta91it's the same as doing a PhD for any other Italian university you go to their website and search if they have your major for a PhD then you read the call that has been published on the website you then read the requirements and upload the needed documents. But I think you can consider better universities that are located not in rural areas such as Bologna or Milano.
