They always give the middle spot Pokemon 1 of 3 different options, and usually they rotate out one whenever there's a new Rocket event where Giovanni changes Legendaries. I personally just don't even focus on the IVs for Team GO Rocket fights because most of the time it won't factor in - what I mean is, I must've done a hundred or 200 fights for videos on this channel showing all different types of Pokemon, Shadow or non, non-Legendary most of the time, almost all have been below 1500cp, and ultimately the IVs have never really been the determining factor to victory with TGR. If you really do want to focus on it, however, you'll get more bang for your buck if storage space is a concern (along with 'dust and candy costs) by following PvP-related IV amounts over higher IVs for Team Rocket fights... this is simply because then you don't have to have a separate Pokemon just for TGR and then another separate just for PvP, etc., only if space is a concern. But just to reiterate, a 100% IV Scrafty will mostly perform in negligible ways compared to a Scrafty you've probably set up for PvP when it comes to Team GO Rocket :) Thanks for viewing

it's not really Iv's it's the level of your trainer that matters cuz it scales up and down on your Level
