You can practice as a counsellor after your masters as there are no licensing boards for counselling but if you are practicing as a school psychologist you should do a PG Diploma in guidance and counselling and schools require it.

To become a Councelling psychologist is there any RCI certification is mandatory? ... For clinical psychologist it is important I think ... One more doubt ... after B.ed can we take PG diploma in Councelling psychology?

There is no requirement for any certification to practice as a counselling psychologist as there are no licensing boards for this in India. You can practice straight after your masters. For clinical psychology you need an M.Phil and RCI certification to practice. After completing your B.Ed you can complete your PG Diploma in guidance and counselling. This will help you to both teach and practice as a school counsellor. Hope this helps!
