After your open Adobe Premiere Pro, select the clip where you want to blur an object. Then, drag and drop the clip to your sequence. Next, click on the “Window” button in the top horizontal menu. In the drop-down menu, select Effects. Next, find the Effects section, and there, find “Gaussian Blur.” Drag and drop the effect on your clip. Next, in Effect controls, select a shape that you want your blur to look like. Click on it. Next, a shape with a Mask appears in the preview of the clip. Adjust the position of the Mask so that it covers part of the video that you want to blur. Next, in the Effect Controls section, increase blur to your desired level. To make the blurry frame, follow the subject and click on the Play button in the Mask section. It automatically adjusts the position of the Mask on all following frames of your clip. Then, you can preview the video with blur. That is how you can blur moving objects in Adobe Premiere Pro.
