If you are using GitLab self-managed instance, You need to enable GitLab Kubernetes Agent Server (KAS) from GitLab configuration using below step.
Add below line in /etc/gitlab/gitlab.rb file
gitlab_kas['enable'] = true
Restart or re-configure GitLab.
