Apparently, after importing the DWT file, you have to right-click on it's tab and select "Create a drawing of...". This will trigger the DWT to actually become a template. Should be updated in the documentation.
DWTs that you upload still show up in your "Created by Me" tab - you do not need to use the "Create a drawing of..." option after uploading. If you submit a bug report, we'll be happy to investigate further.
