Open AI will use the private/ personal documents you upload for training its own LLM models. Be aware.

I want to make an Action that can keeps external records, but they should be written onto the chat user's google docs, not my google docs. Can an Action be configured that way? I hope the functionality exists, because if it doesn't, people will only be able to make custom productivity bots for their own personal use.

Maybe you need a personalized and tailored gpt that was training with a data based that you don’t know or have access to. But if you pay for the gpt you will have indirect access by talking to it
