I really don’t understand the markings ma You said we are using a radius of 22 for the first instance you gave. But when you marked it on the fabric you used 11 inches So are we using the radius only to mark on the fabric or are we using radiusx2 as you initially said

What is the fabric you use to make the skirt? Also, just for clarification, when folding the fabric, the first fold should be the radius length? Or should you measure the radius+skirt length, and fold at that measurement?
