The end of a coil spring determines if you can cut it. Square ends and pigtail ends can't be cut because you cannot reform the end without ruining the spring. Only cut a coil spring with a tangential end - that is a spring that ends as if it could have continued its pattern forever.
Never use heat to cut a coil spring. Heat anneals the spring steel, making it brittle. Use a cutoff wheel or a hacksaw (with plenty of elbow grease).
