One row of solar PV modules can cause a shadow over the other row if adequate inter-row spacing is not considered while designing or planning the system. Inter-row shadow can cause lower generation output from the PV array and may also damage the PV modules by developing Hot Spots.

From my 5 years Experience in Solar Industry, just do ( 2 x height of the panel ) height of the Panel means: north tip of the Solar panel to South tip of the Solar Panel you will get inter row Distance

This is why most of the rooftop systems underperform. All the locations are not the same. Different sun positions will lead to different inter-row distance requirements. Don't go blindly by your Thumb Rules. Desing your system optimally.
