@@Paris-8 I applied for one at @imperial college London got an interview, still waiting for the results. Am still hopeful I would get it. I suppose you would like to apply to one?? This is a great source that saved me a lot of time.

@@Paris-8 but you could also consider universities that offer you scholarships when you get the offer like what I did. Initially, I tried to separate the two and didn't go really well, I was also given a conditional offer letter from Heriot-Watt University in Scotland, but until now am finding it a hard time to get scholarships to study there. That is why I applied at Imperial College London where they have great scholarships. Wishing you the very best, good luck.

This is different for different people. So do your research for some it's the cost of living, others its the university rankings, others its if the country offers a post study visa or not? etc
I personally think you need to have an idea about the RIGHT scholarship for you first before deciding which university. Once you identify which scholarships you are relying on you then apply to a uni where you can take on this scholarships. Often I hear students say I have been offered a place at such and such uni to study such and such, which scholarship should I apply. They get stuck there for years. My advice is if say you want to study master in engineering, find out scholarships fund this course in which countries. so you apply for uni admission based on that research. once the university has offered you a place then you go back to scholarships you identified and apply. but am also keen to hear Cynthias views on this.

Hi Thubalakhe - for undergrad- there's no right answer! You can start applying in your final your of high school or after you graduate when you get your final results! It depends on the scholarship requirement and what they need for eligibility. Research more on that and you will get an answer.
