Once again: Voltage without current means nothing! Having voltage present, but with no load or current going through, means little as you can have a bad connection that is good enough to give you voltage, but once it needs current, it cannot provide it! Next time , after checking with the voltmeter, ALSO test with a 20-40 watt lightbulb that would use enough current to VERIFY the circuit!
