i dont know how this helped but if so thats great. I found the issue windows smart app has is an app you have installed, probably through a pop up from your computers maker and usually always a VPN, uninstalled it and other apps you dont use from your computers maker, HP Acer etc and that should solve this issue. It took me a long time to find and work this out I hope it helps as it did me. Cheers Guys Reply

Instructive videos, but why the insanely high volume at the beginning? The "start" sound was at +3 dB and the talk at about -10 dB. Not so clever if you opened this video in the middle of the night!

Whenever i open something it says mmc.exe has been disabled for your protection! Your one way was helpful for me. And i can access device manager but then is there any way that this can be remove it permanently?

no Internet Options in that location in Win 10 v1607, but you can just hit Start menu and start typing "Internet options", but that fix doesn't work The only fix that works is the unsigner (not unAsigner like you keep saying it), the super admin might work too, haven't needed to try that.
