It's inside the white building, go to the back of the enterable glass window buildings back and there is a ladder you climb up to get ontop of the white building, also yeah it seems the money bag is just for fun
Use the truss on the back of the building with black paint and blue windows to get on the top of the white building next to it, jump down into it and the key is inside.

It is located in the old version (the place you go at the secret door from the last badge in the video) you have to enter a tiny house and you will find a freddy mask which will teleport you to a maze and solving the maze grants you to a freddy mask and touching it gives you the badge
