for boxing, is it better to completely relax the muscles in the bottom position or does the static tension remain?

You will want to have constant tension, if you 'relax' your muscles in the bottom, that will most likely cause you to lose positioning and could open you up to potential injuries. For any sport, in the weight room it's good to focus on building a strong body that moves well. Focus on the skill aspects of the sport in separate training sessions.
