You can use local anaesthetic Maneesh. Usually it's the flushing rather than the inserting that's more painful so you can consider adding lignocaine for the flushing part.
I agree with Becky rather than faffing about not getting iv line in sick child - just get io and resuscitate child - traditionally io means arrested child
