If you dont work in Germany then for sure you have to pay for the insurance if you are here or not. I odnt know if you will be treated as umemployed or not, if treated as unemployed then the govt will give pressure to find a job as they will be paying you allowances monthly. but please ask this in the foreigners office, i dont have a deep knowledge on it
