Yes, that's how it is. But, best approach will be to first decide the set of universities you want to apply and then communicate with your profs about it and the deadlines of those universities so that they can form a core letter and reuse it for different universities :)
Is it easy to find funds for PhD research? I emailed Wageningen regarding the PhD program, fund, and scholarship, but they replied, "At the moment, there are no fully funded scholarships available. Keep in mind that Wageningen UR cannot help you find funding for your research. You have to arrange that yourself, like this.

Well you can definitely try considering that there are no application fees for applying to a PhD position. Even though grades are on the lower side I would say that try to strengthen other aspects and apply and see what happens :) Good luck!

I don't know exactly which country is good for bioinformatics/ biotechnology but I would suggest you to look for countries like Netherlands, Germany, Sweden, Switzerland and Norway for PhD. You can check academic transfer website for all PhD openings in Netherlands and euraxess.eu for other European countries. I'm 33 years old now and want to pursue phd in aerospace from abroad . Is it right decision for me at this age. Considering you have a MS from a very good university with good grades, I think you must try and apply. PhD applications here are free, so keep an eye on academic transfer website. Age is never a barrier for PhD. There are many PhDs here who do it when they are 40 or 50+. Also your undergraduate grades as far as I know should not matter that much for selection. I would definitely recommend you to try!

There is no such thing as last date. Whenever there is a PhD opening it is published and it has a deadline before which you can apply. Check Academic Transfer regularly to find these PhD vacancies in Netherlands!

If you apply for PhD in any Dutch university which you can find from the list of openings on academic transfer website or the university website then almost all PhDs here are like jobs and you will get a monthly salary. So, check the PhD advertisement or description for which you apply and it will be mentioned clearly that whether you will get a monthly salary. Ideally most PhDs in Wageningen university are also like that :) Good luck!

No because of Covid it might be delayed to something like early 2022 or end of 2021. Trying hard to finish final experiments, make 2 articles ready and start writing my thesis :)
