I mean, you could just use lockdown manager on nexus mods to manage the wanted level... super easy to just put in and out. Also means you can use Arthur to go back. Obviously you'd need to be on PC for this.

Does making camp help you get up the ledge rather than getting drunk? I have noticed and been able to use the camp setup to get me out of caves and other situations.
