For this you DON'T Need any login Credentials,
So, just Click on the above Link and Download.
Later Install Oracle Database 11G Software as steps shown in the Video.
Finally, CONFIGURE the Oracle Database with SQL Developer Application, which is a STANDALONE Application.
For this, You can CLICK on the below Google Drive Link, I have Downloaded and Uploaded the Oracle SQL Developer Software,
So, Just CLICK on the below Link,

Very weird, looks like you have not installed the software with Administrator privileges. Could you please uninstall the software and then restart your machine and then freshly install the software with Administrator privileges

Looks like your PC Ram memory is not sufficient please uninstall unwanted applications from your PC and then restart and open the SQL developer application

sir user level accout give error Error starting at line : 1 in command - alter user scott identified by scott account unlock Error report - ORA-01918: user 'SCOTT' does not exist 01918. 00000 - "user '%s' does not exist" *Cause: User does not exist in the system. *Action: Verify the user name is correct.
