Those carbs are clean, little bit of crud in the filter basket is normal. You should see my saltwater ones, took a couple hours to scrape and pick the buildup off. If it's hard to start requiring a few pumps from the primer it's time to rebuild, but if you're on throttle and having problems might need a tune. Should use only Mikuni kits but if they're not available I think you might have ordered the same aftermarket one I got on ebay and it's been reliable.
Unfortunately these don’t have a primer. I’ve thought about installing one, but heard that rebuilding the carbs was the better option. The carbs were fairly clean on this one, but all I know is that after rebuilding them, it started immediately and runs like brand new. The carbs on my second ski were a different story. They had actual rust buildup inside them.
