Does the shock come with oil or you have to add oil

Why didnt this kit come with instructions? This bideo needs more detail

I cannot get mine to work, they are locking up on maximum travel on my TRX4....

The included shocks are garbage. Does not have a resistance even if I used 100 wt silicon oil. It's just the spring doing it works and not the shock. I ended up using the stock shocks.
