Almost all connections are made through a bolt inserted into a channel in which the bolt could slide. The strength of such connection against pulling/twisting force would be totally depending on friction through tightening of the nuts. The nuts are not lock nuts and lock washers are not used. The nuts could easily loose over time, for example from vibration caused by wind. How is this structure safe for strong wind and/or minor earthquake?

It has been proven time and again that a "lock" washer is no better than a flat washer. The only thing a washer is needed for is to spread the load of the nut to keep it from pulling through the material. In this case, that is not an issue due to the thickness of the extrusions and the relatively small size of the holes, so the flat face of what's being bolted on is sufficient as a washer. The inside edge of the channel in the extrusion in which the bolt slides is not perfectly flat and compresses somewhat like a spring washer when the nut is tightened on the bolt.
