I'm bad at using Dead Hard. I think it depends a lot on your ping. Many times I've tried to time it before a hit by killer and I'm apperently milliseconds too late

It counters one of Unknown's addons. If he doesn't have the weakened status and he completes a gen, the status automatically gets applied to him. If he has just a small sliver of it left and completes a gen, then the status doesn't go back up for him and he can just look at Unknown for a split second to get rid of it after doing said gen, making the addon effectively worthless against him in that instance.
