The lack of forward thrust is due to the wings stiffness. As a wing moves down or up and, the ornithopter, forward, the combined movement of the fore is at a large angle with the longitudinal axis of the ornithopter. If the wing cannot twist around its end-to-end axis, like a flag, its angle of attack is excessive, causing too much drag and too little lift. If the wing could twist, the drag would be much lower, and the lift much greater and with a forward component when it moves downward. An assimetry is needed when it moves upward, the wing's angle of attack should be close to zero so as not to create too large a reversed lift, but its longitudinal component would still help thrusting forward. It isn't easy to set the downward and upward angles of attack (no geometric references at all, much dependence on vertical and horizontal speeds).
I bet that would fly if you made a membrane wing (plastic wrap wing) and added a tip to your spar so that your wing tip is "L" shaped. This would let the wing create more thrust plus it would also reduce the weight.
