Yes. You used to often see some of the old fishermen on the beaches with a hammer and bucket knocking the limpets off the rocks.

Necks I have used drain pipe flower pots in the past but you can buy second hand pot necks very cheaply or sometimes find them washed up. Recently I was given a bunch from another fisherman. It would largely depend on what hooks you use. Its very rare that I have lost bass with hooks/lures in as they don't tend to dive into the weed. Pollock dive but using stronger line to prevent this helps plus I myself use wire hooks as often they rust out quick and can bend under extreme force.

Unless you use stainless steel a hook will rust away quite quickly

Update made 5 plastic linen basket ones. Out they went today whilst me and mate went roker fishing. 8 roker (skate) on the flood. 2x9+lbs 3x6lbs 2x4lbs 2x2lbs. Wind against tide made the ebb uncomfortable and unfishable. So back to pots. 5 lobsters and edible crab. 2 went back kept 3 plus the crab. So very happy with my winter building.

Its a second had crab pot neck bought at shop here that recycles fishing boating gear or might have been one washed up on the beach looking at all the barnacles. You can use some large drain pipes, buckets or flower pots but try to go for the more rubbery type as some will crack & break easy and avoid most clear plastic those tend to break up.
