Please when cutting the sleeve , am i taking out the length of the cuff? Let's say my SL is 22, and the cuff is 4 inches in L, am I cutting 18" for SL?

yes if you want it to just Fit but if you want to see folds just add 4 inches to your 22 that's 26 or more

The best way to get accurate is to take their measurement There is no assuming You can only get the hip point or crotch point from knowing the round hip
