I think a video would be cool, but if you just want a simple explanation, the 3d like effect is done by adding shading to the inside of the flag. The most common method I have seen is to have darker shading near the bottom and lighter shading at the top. For the eyes, you just have darker shading near the bottom the eyes. As for how you do that, there is a multitude of different ways of doing that. The easiest one that a lot of photo manipulation software supports is using the inner shadow effect. This allows you to add quick shading in whatever colour you may want to use. Hope that helps.
