3 cups rice (small rice grain)
4 1/2 cups water
2 tsp salt
1 tsp turmeric
3 tsp cornstarch
Kibbeh Filling
3 medium chopped onions
1/2 kg ground beef
1 1/2 tsp salt
1/2 tsp black pepper
2 tsp 7 spice
1 tsp biryani spice
1/2 cup chopped parsley
