Since kijomi-urushi is a type of raw urushi, it is possible to make mugi urushi. However, it is not recommended to use it in the coating step; raw urushi, including kijomi-urushi, has a high water content and is not sticky, so it is not suitable for drawing thin lines. Also, when applying gold powder, the gold powder will not settle nicely on the surface if it is not sticky. For coating, I recommend using kuroroiro(black) urushi or bengara urushi, which have already been prepared to the proper viscosity by a specialist. However, there is other's video showing how to make urushi for coating by kneading raw urushi repeatedly to remove water and mixing it with pigments, so if you really want to use only one type of urushi, you can refer to that.
