please explain the purpose of the bc547 transistor . It is powered at the same time as the #7 led, completes circuit to ground? Why? Could you just send signal to terminal #14 from led #7 using a current reducing resistor?

This is like a raindrop. In this IC, it will not be sequential but will conduct as it goes forward and then turn off later. See my channel's video with CD4017 IC for sequential on/off

Yes you can add more LED, but if you want to add many more LEDs then you have to use transistor in output of IC

@user-os6el1xc9y Take the output from pin number 1 to 7 and 15 of IC 74HC595. Take eight NPN transistors BC547 and connect the base of each transistor to IC output pins 1 to 7 and 15. Use the collector pin of the transistor for the LED output and connect it to the LED. Connect the emitter pin of the transistor to the negative (ground) track.
