Paraffin loves heat, so 65 is way too low for Paraffin wax and your FO won't bind with the wax at the temp. With paraffin you need to heat up to 80-85 Celsius and pour not lower than 75 Celsius.
Different methods are used for different candlemakers. Always do what works best for you but do be cautious of the flash point of the fragrance as exceeding this temperature when adding your fragrance may lead to a lesser scented candle.
