You can use toasted coconut flake and skip the toasting part or use full fat dry coconut, you may need to adjust water amount accordingly.

You may, but the taste of freshly shredded coconut is richer.

Using fresh grated coconut will yield the best taste, store-bought desiccated coconut might have artificial flavoring added.
