i was an idiot and disables all background settings before... not my proudest moment, if you did not know this makes your pc unusable unless you recover it with a recovery drive or go back on a backup save point

Setting the minimum processor power to 100% is pointless and will only increase your electricity bill, it will automatically go to 100% when needed.
