How to mix pop paint with waterproof cement | wall screeding ideas in Nigeria

Hi please i want renovate my house myself but the down part of my house soaks water and pop screeding was done on it can i just mix this three materials and screed only the down part and then paint it ( how long should i wait to paint it) .

Why you don't use pop cement ?? And it's make the white colour shine and beautiful pls any explanation??
