This video shows you how to open the bonnet or hood on a Volvo XC90 when it won't open. It shows you a very simple method to get it open when the lever is not letting you open the bonnet.
Thank you for your help, it worked for me. I lubed everything, put it back together and it still wouldn't work with the safety lever. The lever is held in place with a single 10mm bolt that slides through a sleeve and 2 rubber grommets. When the bolt is tight the sleeve keeps the bolt from making full contact with the 2 rubber grommets. This design should allow the lever to pivot without being bound by the bolt. Corrosion and grit seized the grommets to the sleeve, penetrating oil will not free it up, disassembly, a through cleaning, followed with anti-seize grease worked. Should be good for another 15 years😄

Thanks, just the trick to get in and lube the fittings, If struggling to push the catch of it is just about possible to get lubricate the front pivot with a straw on a aerosol spray through the gap which may loosen it enough to open it. Whilst lubricating this fitting I would recommend going to the tailgate and also lubricating (with white grease) the handle, as this also seizes up, making the handle stick partially open.
@derek wilkinson, I got this problem. My 2016 Volvo XC90 can't pop the bonnet. I've cut the grill in front of the radiator but still can't reach it LOL. Do you have any suggestions?
