I passed the written but failed the 2 driver scenario tests-hate them!

I don’t understand answer of scenario 1. Car no. 1 is turning on a red signal while right turn on red light is not permitted. So answer should be 1 and 3 or 1, 3 and 4

I was also confused by this scenario but if you look VERY closely, car no. 1 is turning on a green right arrow sign. So he's not doing anything wrong.
