For root notes I'll use octaves to add depth for sure - it's a great way to separate parts of a song, especially if you skip octaves for your roots in a more mellow section :-)
Hey there Ian! G/B just means "G OVER B," so instead of playing a "G" as your root note in the left hand, you're playing a "G" chord over a "B" note. So, your left hand hits a "B," and your right hand will hit "G, B, and D" notes. This produces a "walk up" effect in the chord progression for the left hand to go from "A," to "B," then to "C."
