Just hit silver from bronze playing veigar one tick and I feel you when top was feeding it's either top or bot every game and then they start blaming everyone else

Is maxing E second specific for the akali matchup?

I personally always do it no matter the match up for the lower cooldown. Usually I just put a couple points into W before maxing out E second

Have you played with or tried the spellbook with conditioning/overgrowth + haste shard + double scaling hp? Nemesis goes this setup a lot and it seems better in high elo but it looks very versatile and doesn’t seem to sacrifice damage for the tankiness because the hp is in the runes. Anyway thoughts on these sort of setups for mid lane scaling mages?

I have tried it in the past yes, but it's not quite for me. I prefer first strike but you can definitely use his build if it suits you better. It's mostly about preference. I think it's decent on scaling mages yet but veigar is probably the best user of it because he isn't reliant on having damage from runes due to his AP stacking passive
