How to properly cross the Traffic Separation Scheme (TSS) - COLREG RULE 10 

This is to address a common confusion as to how to cross the TSS safely and in accordance to Rule 10 of COLREG.
This is important for Navigators. There had been a lot of maritime accidents in or near the TSS. A lot of them pointed out to Human error and incompliance to the rules of the road. Knowing the rules and following them will help you navigate safely.
