Yes, the professor/instructor must allow students to resubmit their assignments. If you don’t see the option, talk to your professor/instructor to discuss further.

My assignment consists of 2 files. I submitted the wrong version of file1. On my resubmit, do I upload just the correct file1 or should I submit correct file1 and file2 again?

If you don’t see the start new option, it means the option is not enabled by the instructor/professor. Discuss the matter with your instructor/professor.

If you don’t see the option to resubmit, it is because the course instructor/professor didn't enable the feature which means they are not accepting the resubmission of an assignment. Talk to your instructor/professor to discuss further.
