Delete your MV viewport make the new one then try it I hope it's works because it's same procedure for all versions....

Yes your coordinates will not change if you rotate your viewport but don't change or. Rotate inside the viewport...

Go inside the viewport Make ucs enter then pick any horizontal line....first point to second point...

Go inside the viewport type USC then click on any horizontal line again click on horizontal line then click on vertical line...then type on command ✍️ plan then c enter...try this....
