One I didn't get completely 0.04038 to 2 significant figures? The second significant digit is 4, looking at zero tells us we need to round down so it becomes 0.04 is this right? Question please Does the zero after the point has significant ?

No the zero after the point isn't significant since, its not between 2 non zero numbers
