question 1 "treat it mean and don't water or fertilizer " is one of the requiment to stimulate bougainvillea to flower "don't water" for bougainvillea is to create drought stress which promotes blooms. for me "don't fertilizer" part is only when i want to create slight nutrient deficit which causes stress and promotes flowering potted plant do require fertilizer avoid higher nitrogen content of the fertilizer for bougainvillea other thing bougainvillea needs before flowering Full Sun is at least six hours of sun per day (too much shade prevents bougainvillea from blooming). Need short day to stimulate flowering. and pruning since Bougainvillea bloom on new wood question 2 why was your huge plant in such a tiny pot to begin with?
