Begin by crumpling a number of light and airy foil balls.
Using reference of tortoises, hot glue the balls lightly together into a larger ball. It is important to keep plenty of air in the shape for later forming.
Once the ball is large enough, gently press and shape into a shell form. Rolling on the table will give you a nice rounded surface. Continue to add smaller bits of foil to clarify the genuine shape
After the shell, sculpt up a head and the two front legs. Take the time to get these accurate to the reference. Hot glue these in place. Remember, all the drama and life is created in the foil sculpture. The PTP is simply the final thin coating. This is the time to give your figure some character and interest.
To achieve the traditional shell pattern, the easiest method is demonstrated here.
Felt tip pen the pattern directly onto the foil, then use small pieces to fill out the individual scales.
