How to set up a jockeybox

Thank you. I'm volunteering to pour beer on Saturday and have to set the jockey box it for the first time on my own.

With a stainless coil jockey box do I need to chill the keg as well as use the 2/3 ice and fill with water to top of coil??

Seems like a LOT of pressure just to push beer; that is the range of forced carbonation. Pretty interesting, I never understood what they were trying to accomplish; always seemed easier to chill the keg.
